I was planning to go with this build, but after seeing reports of around 100 cases of this CPU dying—and warnings about not enabling EXPO or PBO—I'm starting to wonder if it's too risky to go with this CPU right now.
Have the latest BIOS updates resolved this issue? Are there any precautions I can take to reduce the risk?
Also, if I have to avoid EXPO, does that mean I won’t be able to run memory at 6000 MHz? That kind of kills the appeal of the platform for me.
If this is still a widespread or unresolved issue, I might just skip the upgrade entirely. I really don’t want to deal with the hassle or potential hardware failure.

Somewhat resolved by the articles and threads out there. There were BIOS updates for memory compatibility issues, which is apparently the main cause of the 'dying' CPU issues. Can't work without the memory working after all. Many reports of BIOS updates solving recurring memory training issues.

Not including the exploding CPUs from the launch, which was more of an issue with PBO BIOS settings from the motherboards and pulling too much power through some pins. This new issue was more of a silent failure.

Regardless, if it is measured in the hundreds worldwide, that is a drop in the bucket compared to the number sold.

There are definitely still cases of the CPU dying even with the recent bios updates, but it feels like they are helping somewhat.

Like eximo said, these cases are just a drop in the bucket compared to the number of those motherboards sold.

My previous R7 9800X3D died a couple of days ago. As I understand it, this is due to the enabled EXPO profile and the old bios. My motherboard is MSI MPG 870E EDGE TI WIFI. The bios has not been updated. After I built the PC, I immediately turned on EXPO and set the curve optimizer to -28 for all cores. So it worked for me for 3-4 weeks, and then one day when the PC was turned on, the processor died. Now I got a new R7 9800X3D to replace the old dead 9800X3D and updated the bios to the latest one (7E59v1A41). I will hope that this doesn't happen again and MSI has fixed it. I also recommend that you upgrade your BIOS to the latest one when building your PC with Ryzen 7 9800X3D, it still won't get any worse. At least if your R7 9800X3D crashes with an already updated BIOS, then you just got an unsuccessful processor instance.
